How to Pass a Gender Identity Bill in Baltimore County
Following on the heels of Howard County (HoCo), Baltimore County (BaCo) recently passed comprehensive protections for Gender Identity and Expression. As with HoCo, Gender Rights Maryland (GRMD) played an active role, along with others, in the passage of this bill. The Baltimore County effort was substantially different due to stiff opposition and greater media attention.

As legal protections for trans people are being debated in Baltimore County our friends in the opposition, namely Dr. Ruth Jacobs and her organization, Citizens for a Responsible Government (CRG), have come out of the woodwork to complain about trans people taking their rightful place among all parties in society. I have to take exception with one of the claims in their propaganda. Truth be told, I take exception with most of their claims but in this case I will deconstruct just one example.

Towson, MD – January 19, 2011 – This week Baltimore County Councilmembers Tom Quirk (District Towson, MD – January 19, 2011 – This week Baltimore County Councilmembers Tom Quirk (District 1), Vicki Almond (District 2), Kenneth N. Oliver (District 4), and Cathy Bevins (District 6) introduced county legislation that would prohibit discrimination on the basis of gender identity and expression in the areas of housing, employment, education, public accommodations, or financing. This bill was immediately applauded by the local chapter of Parents, Families & Friends of Lesbians & Gays (PFLAG) and Gender Rights Maryland (GRMD), an organization dedicated to enacting similar statewide protections.

How to Pass a Gender Identity Bill
Recently Howard County passed comprehensive protections for Gender Identity and Expression. In light of the upcoming state legislative session, it is important to have some comprehension about the players, structure and execution of the Howard County exercise. There has been much speculation about how this came about and we will attempt to clear up these matters for the public record.
