On April 29 the Senate, in a 68-31vote, reauthorized the Violence Against Women Act. The act, first passed in 1994, initially provided $1.6 billion for investigation and prosecution of violent crimes against women. Additionally the act imposed automatic and mandatory restitution on those convicted, and allowed civil redress in cases prosecutors chose to leave unprosecuted. The Act also established the Office on Violence Against Women within the Department of Justice.

In 2010, violent crimes against gay, lesbian and transgendered people were up 13 percent over the previous year. Murders increased by 23 percent, according to the National Coalition of Anti-Violence Projects.
The federal Equal Employment Opportunity Commission (EEOC) ruled on April 24 that Title VII, the federal sex discrimination law, protects employees who are discriminated against because they are Transgender.
On April 7, Sergey Kondrashov and Igor Kochetkov became the first persons arrested for violating St. Petersburg’s “gay propaganda” law. Under the law, they could be fined or jailed for up to fifteen days for holding a sign harmless signs. Sergey’s sign read, “A dear family friend is lesbian. My wife and I love and respect her … and her family is just as equal as ours.”
GLAAD April 14: The National Board of Directors of GLAAD, the nation's lesbian, gay, bisexual and transgender (LGBT) media advocacy and anti-defamation organization, elected the organization's new president Herndon Graddick on April 14, following a nationwide search.
